Hoa Minh is a north western urban neighbourhood of local housing, schools and access to Nguyen Tat Thanh coast road. It is a better fit for residents whose week points north or west than for someone who wants the central river and beach districts within an easy walk.
The coast road improves orientation and longer connections, but inner streets remain the important part of the housing decision. Check the pavement, drainage and school route at the actual address. The map has no area specific rent sample. A motorbike is the honest default for daily life.
Hoa Minh suits families and working residents seeking a local northern base. I would choose a quiet lane near useful shops and accept the longer ride to central Da Nang. It is not glamorous, but it is more coherent as a home than as a visitor destination.
