The short version
Van Phuc is a south western residential and craft village area absorbed into a much larger city. Its local identity survives beside newer apartments and arterial roads. Choose it if you want a recognisable village centre and do not mind that the wider housing market is changing around you.
The craft streets are the area’s defining texture, while the newer belt offers more conventional apartment living. These are not the same experience. Check where the home sits, how much commercial activity reaches it and whether the route to work crosses the busiest roads. A motorbike is useful; walking is easiest within the village pocket.
Van Phuc is more interesting than a generic apartment suburb, though less convenient than its proximity to central Ha Dong may suggest. I would consider it for a local west side routine.
