Tisa and Punta Princesa are joined here because they work as one south west orientation for a newcomer: local streets, schools and roads leading towards Guadalupe and the centre. The area is more residential than the waterfront belt, but it is not suburban in the detached, low traffic sense.

Tisa and Punta Princesa suit households whose lives are south west of downtown. They are less attractive for anyone who wants to walk to the northern offices or use one central mall as the organising point of the week. The local street network is the asset and the constraint.
Would I live here?
Yes, for a family or professional with a local routine and a willingness to choose the road carefully. I would not pick it on the promise of “close to everything”. It is close to some things, and the direction of those things is the deciding fact.
