A junction rather than a village
Fuente Osmeña is a very useful place to understand from the road. Fuente Circle sits at the meeting of Osmeña Boulevard and General Maxilom Avenue, and the central boulevards continue towards Capitol Site and the older city. It is a recognisable address, a place to meet, and a practical hinge between several parts of Cebu, rather than a self contained quarter with one mood.
That can make it a good compromise for someone who needs centrality more than silence. Hospitals, hotels, schools and ordinary food and retail streets sit around the wider corridor. The City Government has recently procured rehabilitation work for the circle itself, including landscape and fountain work, which is a reminder that this is a major civic space as well as a traffic island.
Living with the boulevard
The better choice is normally a street or building just off the main flow, rather than the first address that advertises Fuente. Osmeña Boulevard brings activity and a very legible route through town, but it also brings traffic and the compromised walking conditions familiar to a tropical city built around fast roads. A short map distance is not always a pleasant errand in midday heat or a downpour.
The area works best for residents who value being in the middle of things, and who are content for the building to do some of the work that the neighbourhood does not. Check the approach on foot, check where a taxi can stop without fuss, and decide whether your own daily life points more towards Colon, Capitol or the business districts. Fuente is excellent at joining these places; it is less convincing if your ideal evening is detached from them.
